In just six years, Rebecca Matthews has become a 12× Certified Master Paramedical Tattoo Artist, a master trainer, and the founder of Level Up — placing second at the international Skin Games along the way. She built her reputation on the cases most artists are taught to turn away: dark scars, difficult tissue, and melanin-rich skin where standard camouflage approaches fail.

Built on the cases others decline

While much of the industry plays it safe, Rebecca went the other direction — mastering dark scar camouflage, stretch mark revision, 3D areola restoration, and the correction of previously treated or failed work. Her focus on Fitzpatrick IV–VI means she delivers consistent, natural-looking results on the skin tones many artists were never trained to treat.

A documented method, not guesswork

Everything Rebecca does runs on repeatable protocols, not one-off luck. Her proprietary FDR™ and SRP™ frameworks define the parameters — assessment, candidacy, voltage, depth, and heal windows adjusted by skin type — so results can be reproduced case after case. It's the same documented system she teaches every Level Up student.

Why she teaches

Rebecca started Level Up to raise the standard of the entire paramedical tattooing industry. Too many artists leave a weekend course with a technique and no framework to fall back on when a difficult case walks in. Level Up is the opposite — artists learn the written standards, clinical parameters, and real-world judgment that turn complex problems into beautiful, natural outcomes.

Giving back — Renewed Skin Foundation

Through Renewed Skin Foundation, a California 501(c)(3), Rebecca trains domestic violence survivors at no cost. When those students reach their practical hours, they give the work back — free 3D areola restoration for breast cancer survivors, and free scar camouflage for veterans. Education and healing, paid forward.
